Reliance Communications Starts Swayamvar

Swayamvar is a Hindu ritual wherein a bride selects her groom from a gathering of suitors. A similar process could be underway for the telecom tower unit of Reliance Communications Ltd. and a group of potential "white knights."

A little over a week after India’s second largest mobile phone company by subscribers said it had received several “formal indicative offers” to buy its controlling stake in Reliance Infratel Ltd., the names of some prospective grooms have cropped up in a media report.

Citing unnamed sources, Bloomberg News Wednesday reported that private-equity firms TPG Capital, Carlyle Group LP, Blackstone Group LP (BX) and London-based Apax Partners LLP are among those either keen, or in talks, to buy a stake in Reliance Infratel.

The companies mentioned couldn't immediately be reached for comment.

Selling the unit would help Reliance Communications cut its 320.49 billion rupees ($7.17 billion) debt, taken to pay for third generation mobile services and to expand its network. The debt has weighed heavily on the company, which has reported 11 straight year-on-year declines in quarterly profit.

Wednesday's report boosted Reliance Communications' shares. In afternoon trade, the stock was up 2.0% at 93.85 rupees on the Bombay Stock Exchange, while the benchmark Sensex was off 0.1%.

Social activist Anna Hazare took a more aggressive stand against the government on Wednesday as he observed his one-day fast against the police eviction of Baba Ramdev and his supporters from Delhi's Ramlila Maidan festival grounds.

Anna Hazare greeted supporters during his one-day fast against corruption in New Delhi on Wednesday.

Speaking at Mahatma Gandhi's memorial to an assembly of mostly urban elites Mr. Hazare first condemned the incident on early Sunday. "Police lathi [baton]-charged children and women sleeping at midnight. This is throttling of humanity, throttling of democracy."

“Shame” hollered back the crowd, whom the police put at around 3,000, as it sheltered under a white tent on a day when the temperature was around 36C.

"What's the difference between British rule and the democratic rule?" said the septuagenarian activist, who models his life and habits on Gandhi. "It's comparable to Jallianwala Bagh," he said, alluding to the 1919 action by colonial police on an unarmed gathering at a garden in the northern Indian city of Punjab that left many dead.

Top Priorities for a New Manufacturing Policy

India Prime Minister Manmohan Singh has set the ambitious goal of boosting manufacturing as a percentage of India's gross domestic product to 25% from 16% today. The WSJ has been examining some of the issues he faces in getting there. And, in advance of Mr. Singh's discussion with his Cabinet Thursday that will pave the way for the implementation of the new manufacturing drive, India Real Time surveyed economists to see what they see as the biggest measures need to reach that goal.

India's economy grew at 8.5% in the year ended March 31 but has shown signs of slowing. Yet the government is aiming to reach a double-digit growth rate in the next few years and to outpace India's larger northern neighbor, China, which has sustained rapid growth as it successfully scaled up its manufacturing capabilities over the past years.

India hasn't shown a similar rise in manufacturing even as services have soared and agriculture has dropped, as a percentage of overall economic output. Some have argued that the rise of services – from outsourcing to finance – means that India won't need an industrial revolution to bolster its development. India Journal: The Rise of Baba Ramdev’s Middle Class

India's burgeoning middle class is a trope that appears in much recent discussion of the country's economic rise. Variously estimated at between 100 million and 400 million, depending on how they are measured, they're central to the story of contemporary India and their ranks are indisputably increasing as the country's economy grows.

But who are these people, and what values do they represent?

We know them as consumers powering India's economic engine to the point where India's growth has been largely unaffected by the recent global economic downturn. Any casual visitor to the many shopping malls that have sprung up across the nation has seen this buying power at work in shops and food courts that are packed day and night. These people have money, and they're spending it. As incomes rise, spending patterns shift, with the new middle class spending a decreasing share of its budget on basic necessities such as food and clothing and an increasing share on consumer goods, health, education and, depending on their level of affluence, everything from scooters to automobiles.

Having bracketed the middle class as consumers, many analysts and even politicians point out their apathy and disengagement from the political process, citing low turnout rates during elections compared to the poor, who vote in large numbers.

But are things changing?

The recent saga of Baba Ramdev and his disrupted fast in New Delhi has revealed at least a portion of the same middle class as his principal support base. Finally, we're getting a fascinating glimpse into the values and aspirations that animate at least some of this newly-risen bourgeoisie.

Amitabha Pande, a retired senior civil servant and astute observer of the Indian scene, described to me via e-mail Ramdev's followers thus:  "There is a whole new class coming out of the non-metro cities and towns who are increasingly assertive of their verna [...]

Infosys Strikes Confident Chord

There is a newfound sense of optimism at Infosys Technologies Ltd. about revenue growth for this fiscal year, with the software company's chief financial officer Monday saying it could be stronger than the 18%-20% previously forecast.

Infosys has often bragged about being the most profitable company in the outsourcing industry. Above, V. Balakrishnan, the company’s chief financial officer.

In an interview with Dow Jones Newswires, V. Balakrishnan said this renewed confidence has been spurred by a recovery in clients' technology budgets, though he did warn that the wobbly global economy could still cause an upset.

“Nowhere are we seeing a decline in client budgets,” Mr. Balakrishnan said. “If there is no big [economic] shock in the environment, clients will possibly spend their budget and we could get better growth.”

These are bold statements for a company that analysts describe as cautious and conservative. The growth outlook at Infosys is often viewed by investors and analysts as a barometer of the health of India’s outsourcing industry.

Investors were encouraged by Mr. Balakrishnan's bullish comments. Infosys shares touched an intraday high of 2,845.00 rupees ($63.47), before closing at 2,838.45 rupees, up 0.9%, in Mumbai Monday.

The software exporter’s American depository receipts, meanwhile, rose 1% to close at $63.28 on the Nasdaq, while all other international companies were down on uncer [...]

One Glass, Seven Layers of Tea

Bangladeshis will travel hours to the sleepy town of Srimongol, in Bangladesh's northeast, just for a cup of Romesh Ram Gour's famous tea. In a country of avid tea drinkers, Mr. Gour is the inventor behind a seven-layer tea which, he claims, no one else has been able to replicate. Copycats in the region have succeeded in creating five-layer teas, but none have been able to unlock the secret to Mr. Gour's rainbow brew.

Mr. Gour invented his colorful layered teas 10 years ago, when he was selling tea from a bamboo shack. He says he realized that teas from different leaves have slightly different densities. It took a year of experimenting before he could sell teas with more than two layers. Over the years, he learned to expand to seven.

The kind of layer tea Mr. Gour makes is unique to the Srimongol area. An iced three-layer tea has become popular in the Malaysian state of Sarawak, but those drinks include one type of tea and are typically layered with palm sugar on the bottom, evaporated milk in the middle and tea on the top. What makes Srimongol's special are the discrete layers of tea blends.

India Studying Cellphone Health Risks

Should mobile phones, like cigarette boxes, have to carry a warning about their harmful health effects? That seems to be what the Indian government wants.

The government says that it is sensitive to the health-related problems of radiation emitted by mobile phones and towers.

According to a press release issued Sunday, a committee set up to formulate guidelines on radiation has required mandatory declaration of radiation levels on every handset. This recommendation, along with others, is now being looked at by the Department of Telecom.

Also in the press release, Union Minister of State for Communications and Information Technology, Sachin Pilot, said the government is sensitive to the health-related problems of radiation emitted by mobile phones and towers.

The committee's recommendations follow a report last week by the World Health Organization that said radio waves emitted by mobile phones may increase the risk of a certain type of brain cancer. Calling cellphone waves "possibly carcinogenic,” WHO experts have classified them in the same risk category as lead, chloroform and coffee.

Mobile phone companies globally have decried the WHO report, saying that the results are not conclusive and that more research is needed.

A spokeswoman for Nokia India, a top handset maker in India, said that many other global studies have shown that "mobile phones operating within international exposure standards pose no adverse heal [...]
